About Daily List

Introduction

Daily List of Exports Imports is published by Indian Customs as a Trade Felicitation Measure since 1951.
It started with Bombay, Chennai and Calcutta ports and later few more ports were added. As the Name suggests, Daily List was published on a Daily Basis, and a member of trade can subscribe to it on payment of a nominal subscription charge.

This List is used extensively by Indian and Overseas Exporters Importers, Trade Journals , Market Research companies, Trade Bodies, Chambers to network with each other and to keep track of market and plan the future course of action.

The data from Daily list is preferred from DGCI & S data due to :

a) Presence of Names of Indian Parties in Daily List , which helped the Industry immensely to network with each other.

b) Daily List data was almost real-time basis, compared with 3 to 5 months backlog of DGCI &S and allowed the Industry to take quick response from the trade.

c) Incorrectness of DGCI&S data is legendary , due to absence of Names , it was never possible for Industry to really cross check the completeness, and data also never matched whenever it was cross checked with another accurate source of information, like RBI , TEA Board and Global Trade data sources like Global Trade Atlas and EUSTAT. A Recent & Most striking example how crippling this situation is from the fact that DGCI &S showing a negative growth in Textile & Garment Exports during the period – Jan – June 2005 – after the Quota regime ended.

Importance of Timely and improved publication of Daily List directly to Trade & Industry is immense , however since last decade , there has been severe compromise on its publication making it more irrelevant then DGCI& S data.

The problems exist, though in the last decade Indian Customs have in fact, made excellent improvements in expanding its EDI network. Department of Valuation – a Indian Customs endeavor, which monitors India’s Imports and Exports has coverage of 97 % coverage of Export Import Transactions and receives the data in real time thru various ports in India. Today , Indian Custom is in position to release National data on a daily basis, to members of trade.

The Leading World economies have created / upgraded Customs infrastructure to monitor their Export Import Trade and many countries US , China , Korea , Latin American countries release Daily List on same day basis.

Benefits of Daily List of Exports Imports

1) Helps Networking between Overseas buyers , suppliers , Indian Exporters Importers and Indian Service providers. Improvement Required :


1) Restore Names and add contact details :

In 1951 , when the publication of Daily List started , ( CBR Notification no 82, of 26th Nob 1951) Name of company was probably sufficient to identify a Indian company , today with more then 3.5 lakhs Indian Exporters Importers, contact details like Tel, Fax, Email , contact Person are essential to network.

Instead of improvement in format by adding contact details like Tel , Fax, email ids, Indian Customs have stopped releasing the Indian company names , a 55 year old practice carried on since 1951.

It has asked all ports which publish Daily List data to stop issuing names and issue the data in similar format as what it supplies to DGCI &S.

Why Indian Companies names and contact details like Name of company, address , Tel nos , Contact Person , Email etc should be included ?

Ans : Helps Industry network with Right & Active players.

Daily list data, with classification of Transactions at 8 digit level Harmonized Code , is the oldest & most authentic , active and accurate B2B platform used for match making across the world , across all industries & services.

Networking of active players ultimately results in the Economy becoming more mature with wider choices, competitive costs , efficient service, high quality , cost savings, improved volumes, quicker turnaround times, less bad debts etc.

US , China , Korea and many other countries release data with Complete Name & address , email , thus making their economies more mature and competitive and giving their Exporters Importers wide exposure in world market.

ii) Indian Manufactures who do not export directly, use this data to identify active Indian Exporters / Merchant Exporters to offer their products.
iii) End users , manufacturers, Wholesalers and distributors who want to source products from world use this data to identify active Indian Importers to source their requirements quickly & efficiently.
iv) Brings down the cost of services dramatically as all service providers compete with each other to provide best service at lowest price : This data is used by Service Providers to market their services like Banks , Freight Forwarders , Custom House Agents, Courier companies, Logistic companies, Shipping agents , Indenting Agents , DEPB Exim dealers, Import Export Consultants.
v) Used by Private Publishers to publish highly accurate Business Directories , which again results in benefits to all.
vi) Used by various Govt and Non Govt agencies like Sales Tax , Income Tax to cross check the returns and check malpractices.

Reason why the Names were stopped

Based on complaints received from few individual exporters Importers, the names of Indian Parties in Daily List data was removed. The argument put forward was that presence of names, reveal the confidential details of their transactions, like value and qty etc.

By all means the complainants must have acted in good faith and are not aware of what actually should be stopped and the enormous benefits, Daily data used to provide to Indian Foreign Trade collectively and individually since 55 years.

What actually should be curbed is illegal pilferage of Invoices , Shipping Bills, Bill of Entry which contain sensitive & confidential data of Overseas Parties Names. Leakage of this information which hurts the business is very rampant with corrupt office bearers, and stopping of a official and legal source of information channel like Daily List , which is the need of industry , has in fact fuelled the corrupt malpractices more.

Protecting third party secrecy is important but it is equally  important to consider :

2) Restore Names of Vessel, and add Container Nos and total no of containers, 
     Air Way Bill no or Bill Of lading no and Carrier Name.

Indian Customs has stopped released Names of Vessel.

In 1951 , when the publication of Daily List started, Name of Shipping Vessel was enough to identity the Shipping company, and Weight was enough to understand the volume.

Today with containerization of cargo, total container s and Container Nos , Air Way Bill or Bill of lading no , carrier name are real indicators for Shipping Industry.

In keeping with the changes times, Daily List data should include the above information.

3) Restore publication of Daily List on Daily basis as done earlier.

Daily List as the name suggests was published on a daily basis by Indian Customs. World over it is published on a Daily basis.

Since few year , Ports have started publishing Daily List once in a month ..citing lack of manpower and have converted it into a monthly list.

4) Restore accurate product description with HS Code:

Earlier the complete Description of Goods was released with 8 digit HS Code, these days with computerization the description fields runs into three fields : Desc1, Desc2, Desc3. Some ports release data of only of the first field, missing out important details in desc2 and desc3.
Similarly the Description of Goods , constitutes 8 digit harmonized Code of products, recently some ports have misinterpreted the notification and do not release the HS code, which make it impossible to categorize the data, This has made the data useless and worse then DGCI&S Data.

All the Ports should release Description of Goods of 3 product fields and with 8 digit HS Code.

5) Restore Date :


Daily List as name suggest was issued on daily basis and was marked for which date it was published,  however with computerization now the data of multiple dates is mixed , hence the date has to be included . Some Customs stations release date , some do not, causing confusion.

6) Publish daily List in digital format  : 


Few Customs stations publish 100% of all transactions in digital format. This includes  data which is not on EDI ,  is “manually filed” . They do so by converting them in digital format.

Few Customs stations publish part data in digital format, and leave out the manual filed portion unpublished.

Few Customs stations just do not publish at all.

This severely impacts flow of information to trade. All Customs stations should publish Daily List is digital format to allow proper analysis.


7)  Create a Dedicated Team to Publish Daily List in every custom station.

Absence of dedicated manpower is the root cause of this problem.

A Dedicated Team to take care of digital conversion ,  publication , subscription needs to be created in all the custom stations.

It is very difficult to plan a businesses strategy , without a national information., hence Indian Customs should publish the data on a national basis.

8) Make Customs Publication Team responsible and liable for completeness.

 The Daily List published is never complete,  and there is no mechanism available to confirm or cross check that it is complete or incomplete.

The only way to cross verify if one had made shipments in that day and could cross verify with comparing with one’s own shipments listed in that day,  and it was always found that Daily List did not contained complete records.

With Names being stopped in Daily List , such cross verification is also not possible these days.

A Senior rank officer of Publication Team of Customs, responsible for data entry ,publication , mailing, subscription should certify that the daily list is complete after cross checking no of transaction taken place of all modes and no of transactions listed.
